Bayelsa Govt Resolves Feud Of Revenue-Generating MDAs
The Bayelsa State Government has resolved a protracted operational disagreement among revenue-generating ministries, departments and agencies (MDAs) operating in Yenagoa, the state capital.
Hotnews reports that the resolution followed a meeting between the affected MDAs and the Deputy Governor, Dr. Peter Akpe, at Government House, Yenagoa, after the submission of the report of the Committee on Resolution of Conflicting Functions of Environmental Health Officers in the Yenagoa Capital City, chaired by Mr. Ikobho Howells.
Receiving the report, Dr. Akpe said the adoption of its recommendations had finally addressed the recurring clashes among the State Environmental Sanitation Authority, Ministries of Health and Environment, and Yenagoa Local Government Council.
He disclosed that Yenagoa had been divided into four operational zones, with each institution assigned a specific catchment area to eliminate overlapping functions and revenue collection disputes.
Zone A was assigned to the Ministry of Health, Zone B to the Ministry of Environment, Zone C to Yenagoa Local Government Council, while Zone D was reserved for the Bayelsa State Environmental Sanitation Authority.
The Deputy Governor urged the agencies to work together as government institutions and focus on achieving their respective internally generated revenue (IGR) targets.
The new arrangement also introduced colour-coded hand-bands to identify officials.
Yenagoa LGA officials will wear brown, Environmental Sanitation Authority operatives blue, Ministry of Health officials yellow, and Ministry of Environment officials green.
The Chairman of Yenagoa Local Government Council, Mr. Bulodisiye Ndiwari, commended the state government for its intervention, describing the new operational arrangement as a welcome development.
The Head of Service, Dr. Wisdom Ebiye-Sawyer, said the dispute had lasted for over four years and expressed optimism that the clear delineation of responsibilities would improve efficiency, boost revenue generation and end inter-agency bickering.
