BYCOTECH: ASUP, NASU Calls For Appointment Of Substantive Provost

The Bayelsa State College of Health Technology Otuogidi in Ogbia Local Government Area of Bayelsa State, has been faced with unprecedented managerial deficiencies and academic imbalance.
– as the College Provost and other management positions are on acting capacity for about two years.

– Governing Board mute on top forgery issues perpetrated by the Acting Provost, Mrs Dogitimiye Memory

– Academic Staff Union frowns at the neglect of the state Governor for delay in appointing a substantive Provost for about 2 years.

– National Board for Technical Education (NBTE) set to sanction the College for not meeting up with the standard practice.

These was contained in a statement issued by some concern staff whom preferred anonymity due to the maladministrstion and highhandedness perpetrated by the Acting Provost of the college

According to the report, managerial deficiencies caused by principal officers of the institution has immensely affected academic activities and administrative functions of the institution, which has lasted longer than expected in the state-owned tertiary institution.

“The current Provost of the institution has been in Acting capacity for about 2 years, which is against the rules and regulations of the regulatory body, National Board for Technical Education (NBTE)”.

“Sadly, all the heads of the Bayelsa State College of Health Technology are on acting capacity, which is against the guidelines of the regulatory body of the technical education (NBTE)”.

“Investigations indicate that the institution Governing Board did not follow the constituted requirements for the appointment of principal officers as prescribed by the regulatory body, National Board for Technical Education (NBTE) and the State Law Establishing the College”.

The statement pointed out that, the National Board for Technical Education does not permit principal offices of any college of health technology to be handled in acting capacity for more than three months, after the expiration of the tenure of a substantive management.

On this note; “if this imbalance is not put on check and corrected inline with laydown rules and regulations, the college of health technology, Otuogidi risks deaccredidation of accredited programmes in the institution due to the prolonged constitution of a substantive management by the Bayelsa state government as a state-owned tertiary institution”.

“It is on record that, the Acting Provost is currently being investigated by officers of zone 16 in Yenagoa for alleged high profile forgery of promotions, and other discrepancies perpetrated, the report almost ready for action.”

The statement notes that, as a matter of concern and public interest, the Governor Douye Diri led prosperity government really need to act fast as the peace and effective functioning of the college is at stake.

In recent times, staffers of College of Health Technology had severally reacted to the maladministration of the college management by the Acting Provost, including other principal officers who are in acting capacity basically.

It is our firm believe that appointment of a substantive provost in the college on the basis of the most qualified academic staff, will restructure and revamp the institution for effective performance to complement the present administration’s commitment towards educational advancement in the state.

On this note; Staff of the college is appealing to the Bayelsa State Government to appoint the most qualified academic staff of the college, as prescribed by the regulatory body (NBTE) requirements for the appointment of the Provost to manage the college.

Joint Action Committee comprising the Academic Staff Union of Polytechnics (ASUP (BYCOTECH CHAPTER) and the Non Academic Staff Union writes from Bayelsa State College of Health Technology, Otuogidi.
