Forgery Of Promotions Overtakes Bayelsa State College Of Health Technology, Otuogidi

The Bayelsa State College of Health Technology Otuogidi has been turned into an institution of promotions forgery in recent time, perpetrated by principal officers and the governing council of the state-owned college of health technology fraudulently.

The National Board for Technical Education (NBTE) and the Appointment and Promotion Committee, requires that all staff promotions must pass through the Department to the Appointments and Promotions Committee (A&PC) for evaluation, assessment (interviews) and recommendations in every three years for an Academic staff to promoted if he/she meets up with the requirements to be promoted.

The Bayelsa State College of Health Technology, Otuogidi in Ogbia was established under the relevant laws of Bayelsa State. The state-owned institution was established with high standards for academic excellence.

The Bayelsa State College of Health Technology has been turned into an institution of public mockery and ridicule, as the Acting Provost and other Principal Officers perpetrates forgery of promotions with the support of the institution Governing Council for beneficial grounds.
A call put across to Chairman proved abortive and the silence of the Governing Council is allegedly due to huge bribes received from the Acting Provost.

Official documents has shown that the Acting Provost of the Bayelsa State College of Health Technology, Mrs Dogitimiye Memory perpetrated several forgery of promotions without due process to be made the substantive Provost of the College of Health.

Mrs Dogitimiye Memory has being Acting Provost of the College of Health Technology for the past one year and six months, which is against the guidelines of the regulatory body, National Board for Technical Education (NBTE) as an institution as well as the Public Service Rules.

Substantial evidence has shown that the Acting Provost of the Bayelsa State College of Health Technology, Mrs Dogitimiye Memory was given five promotions within three years in bid to be made the Provost of the institution fraudulently.

Mrs Dogitimiye Memory had five fraudulent promotions within a period of four years (I.e from 2018 to 22) from the position of Assistant Lecturer to Principal Lecturer signed by the immediate past Registrar of the institution, Dr. Emmanuel Boma Woko.

Mrs Dogitimiye Memory’s promotions from the position of Assistant Lecturer upon the introduction of her 1st degree in management (part time) with effect from August 2012 to the position of Lecturer III is backdated to be effective from 1st January, 2010 when she wasn’t a graduate, it’s an insult to the academic world.

She was promoted from Assistant Lecturer to Lecturer ||| in 2020.

She was promoted from Lecturer ||| to Lecturer || in 2020.

She was promoted from Lecturer || to Lecturer | in 2018.

She was promoted from Lecturer | to Senior Lecturer in 2021.

She was then promoted from Senior Lecturer to Principal Lecturer in 2022.

From the above analysis, it’s very obvious that the Acting Provost, Mrs Dogitimiye Memory was promoted from Assistant Lecturer to Lecturer |||, and then, promoted from Lecturer ||| to Lecturer || in the same year in 2020, which is nothing but fraudulent

Furthermore; from the above clear analysis, Mrs Dogitimiye Memory forged five promotions between a period of four years to attain the position of Principal Lecturer from Assistant Lecturer in the institution.

The Governing Council of the College of Health Technology, is reluctantly and comfortably keeping mute about the fraudulent activities of forgery of promotions perpetrated by Acting Provost of the College of Health Technology, Mrs Dogitimiye Memory.

Meanwhile, the Academic Staff Union of Polytechnic (ASUP) Chairman and Secretary were allegedly induced with money and also hotel accomodations were provided for them. As at time of this report their numbers weren’t reachable. It’s so disheartening for the Union leaders be parochial having been aware of the fraudulent activities of the acting Provost.

For the Student Union Executive, they are novice about this and used by the fraudulent Acting Provost.

To maintain the hard-earned image of the state-owned institution for academic excellence, Mrs Dogitimiye Memory should be removed and replaced with a qualified academic staff with immediate effect following due process and the requirements.

Staff of the Bayelsa State College of Health Technology, are appealing to the Executive Governor of Bayelsa State, Sen. Douye Diri to implement the recommendation made by the governing council which was subjected to an independent scrutiny by the former SSG, and report submitted to the state government for consideration and implementation.
